Larry Samuel (Charles M. Samuel, III), J.D., received his Bachelor of Arts degree from Transylvania University in Lexington, Kentucky, in 1971, and his Juris Doctor degree from  Loyola University School of Law (New Orleans)  in 1977. He has been in the general practice of law since 1977, with primary emphasis in the areas of Education Law, Labor Law, and Domestic Law.  

    Mr. Samuel has helped plan local and national programs and seminars on Education Law, including presentations entitled "Drug Testing of Public School Employees" and "Strategies to Prevent School Violence." By appointment of the Louisiana Supreme Court, he has served on various committees to propose revisions in the local court system. Mr. Samuel has served as a Lecturer in the Graduate School at Xavier University of New Orleans. He has been a member of numerous civic boards and committees, including the Milne Boys Home, and has served as Chairman of the City Welfare Board. He currently serves on the Professionalism Committee for the Louisiana State Bar Association, and as a member of the New Orleans Saints Fan Advisory Board.                     

    Mr. Samuel is licensed to practice before the Supreme Court of the United States, the United States Court of Appeals for the Fifth Circuit, the United States District Court for the Eastern District of Louisiana, and in all Louisiana state courts. Mr. Samuel is married to Loel Weil Samuel and has two children, Steven and Benjamin.

William E. Rittenberg, J.D., is a 1970 graduate of Tulane Law School. He has been practicing law in Louisiana for over thirty years. Mr. Rittenberg has served as judge Ad Hoc for the Juvenile Court for the City of New Orleans. He is a 1971 graduate of the National College of Advocacy, Hastings Law School, and is a 1976 Graduate Fellow of the Loyola Institute of Politics. 

    Mr. Rittenberg is a past-president of the Louisiana Association of Criminal Defense Lawyers, and serves on the legal counsel to Planned Parenthood of Louisiana. He is known for his advocacy in civil rights cases, having won fundamental rights for individuals and organizations on constitutional issues. Mr. Rittenberg has helped plan, chair, or lecture at over one hundred national seminars on continuing legal education. He is licensed to practice before the Supreme Court of the United States, the United States Court of Appeals for the Fifth Circuit, the United States District Courts for the Eastern, Middle, and Western Districts of Louisiana, and in all Louisiana state courts. He is married to Paulette Halpern Rittenberg.

M.H. Phillips, J.D., is a 1988 graduate of Loyola University School of Law (New Orleans). After obtaining an undergraduate degree from Tulane University in 1980, he worked in the appraisal division for a local real estate company, and was an elementary and middle school teacher. He is a member of the Louisiana State Bar Association Sections on Probate, Trusts, and Estates. Mr. Phillips is active in civic matters, including the Carrollton Boosters Club and youth sports program. He is licensed to practice in all Louisiana state courts. 

Of Counsel

Morris B. Phillips, J.D., is a 1951 graduate of Tulane Law School. He has been practicing law in Louisiana for over 50 years at all levels of state and federal courts. Mr. Phillips presently serves as an Administrative Judge of Small Claims Court in New Orleans and as Judge Ad Hoc of the First City Court for the City of New Orleans. His emphasis is probate, wills, successions and estates. Mr. Phillips is listed in the second edition of Who’s Who in American Law. He is licensed to practice in the United States District Court for the Eastern District of Louisiana,  the United States Court of Appeals for the Fifth Circuit, and all Louisiana state courts. 

Caryl H. Vesy, J.D., graduated from Loyola University School of Law (New Orleans) in 1957. He maintains a general civil law practice in partnership with Morris B. Phillips. He previously served the City of New Orleans, as an Assistant City Attorney and by contract, for a period of sixteen years, represented the Vieux Carre Commission, New Orleans Historic Landmarks Commission, Pontalba Commission, Historic Pharmacy Museum and French Market Corporation. Mr. Vesy is licensed to practice before the Supreme Court of the United States, the United States Court of Appeals for the Fifth Circuit, the United Statues District Court for the Eastern District of Louisiana, and in all Louisiana state courts.
