Larry Samuel (Charles M. Samuel, III), J.D., received his Bachelor of Arts degree from Transylvania University in Lexington, Kentucky, in 1971, and his Juris Doctor degree from Loyola University School of Law (New Orleans) in 1977. He has been in the general practice of law since 1977, with primary emphasis in the areas of Education Law, Labor Law, and Domestic Law.
Mr. Samuel has helped plan local and national programs and seminars on Education Law, including presentations entitled "Drug Testing of Public School Employees" and "Strategies to Prevent School Violence." By appointment of the Louisiana Supreme Court, he has served on various committees to propose revisions in the local court system. Mr. Samuel has served as a Lecturer in the Graduate School at Xavier University of New Orleans. He has been a member of numerous civic boards and committees, including the Milne Boys Home, and has served as Chairman of the City Welfare Board. He currently serves on the Professionalism Committee for the Louisiana State Bar Association, and as a member of the New Orleans Saints Fan Advisory Board.
Mr. Samuel is licensed to practice before the Supreme Court of the United States, the United States Court of Appeals for the Fifth Circuit, the United States District Court for the Eastern District of Louisiana, and in all Louisiana state courts. Mr. Samuel is married to Loel Weil Samuel and has two children, Steven and Benjamin.
